Stocks rise on hopes for a Fed stimulus

Updated at 4:05 p.m. ET: Stocks closed higher Wednesday after a report the Federal Reserve is moving closer toward further stimulus for the sluggish economy.

The Dow Jones industrial average closed with a gain of 59 points, down from an earlier high of over 100 points.

Weighing on the tech sector: Apple's earnings results, which fell short of Wall Street's expectations as the European economy sagged and consumers held off buying its flagship iPhone ahead of a new version expected in the fall.

Federal Reserve officials are moving closer to taking more steps to aid the flagging economy, the Wall Street Journal reported late on Tuesday, helping to lift stocks off their lows of the day. Expectations the Fed will act, maybe as early as its rate-setting meeting next week, have been growing. Tuesday's story, while nothing new, helped cement that view.

"The report that the Fed is gearing up its ammo to launch some type of incremental asset purchases ... is certainly putting a bid into the markets," said Marl Luschini, chief investment strategist at Janney Montgomery Scott in Philadelphia. "After three consecutive days of triple digit declines you'd expect to see a bounce but we'll see if it holds."

There were also some positive corporate earnings.

Caterpillar Inc's quarterly profit easily beat Wall Street's expectations, helped in part by growing sales of mining equipment, and the world's largest maker of construction machines raised its 2012 forecast.

Wall Street has sold off for three straight days on fears Spain may need a bailout and on signs that the global economy is starting to slow down. Despite the pessimism, the S&P 500 is up 6.4 percent this year and is one of the best performing broad stock indexes in the world.

"The willingness of the Fed to continue to keep rates at a very low point does put a bottom to the stock market and it's that bottom that makes people confident, particularly traders, to continue to come in on these selloffs because they feel there isn't much lower to go," said Rick Meckler, president of investment firm LibertyView Capital Management in New York.

Boeing reported a greater-than-expected increase in second-quarter profit and raised its full-year earnings forecast on Wednesday as rising airplane deliveries offset higher pension costs.

Ford reported a better-than-expected second-quarter profit on Wednesday, but roughly doubled its forecast for losses in Europe, where a deepening economic crisis pushed industry auto sales to their lowest level in nearly 20 years.

European shares inched up after early losses on Wednesday as European Central Bank Governing Council member Ewald Nowotny said there were arguments for giving Europe's permanent rescue fund a banking license.

Formats announced for 3 fall presidential debates

(AP) ? Don't look for podiums, opening statements or surprise topics at the debates if President Barack Obama and Mitt Romney follow the plan organizers released Wednesday.

The nonpartisan Commission on Presidential Debates said debates would be 90 minutes each and feature topics that would be announced ahead of time so voters and candidates alike can study the subjects.

"The debates are the most widely watched political programs of any kind," debate planners Frank Fahrenkopf and Mike McCurry said in a statement. "These format changes are designed to promote substantive dialogue before, during and after the debates about the major issues of the day. They will permit citizens and candidates to come prepared for a series of voter education forums that inform and engage the public."

Moderators for the televised events are set to be announced in August.

The first debate, scheduled for Oct. 3 at the University of Denver, is set to focus on domestic policy. Organizers plan six, 15-minute segments that would open with a question, a two-minute reply from each candidate and then a discussion. They want the candidates to sit at a table with the moderator, rather than standing on podiums.

The second, scheduled for Oct. 16 at Hofstra University in Hempstead, N.Y., would take the form of a town hall-style meeting. Planners say the questions would come from undecided voters selected by pollster Gallup. Each candidate would get two minutes to tackle the question, with a moderator facilitating a follow-up discussion.

The final debate would take the same format as the first, but would focus on foreign policy topics announced ahead of time. That is scheduled for Oct. 22 at Lynn University in Boca Raton, Fla.

Vice President Joe Biden is scheduled to meet Romney's yet unnamed running mate for a debate on Oct. 11 at Centre College in Danville, Ky. The event would be divided into nine, 10-minute segments devoted to foreign and domestic policies. Each candidate will be allowed a two-minute response with a moderator dividing the time.

"There are serious issues facing this country and the public has the right to expect a serious examination of those issues during this fall's debates," organizers said. "The (Commission on Presidential Debates) believes this can be accomplished best by focusing big time blocks on major domestic and foreign topics."

Tanning itself, not just sunburn, contributes to skin cancer ...

A new study conducted by GW School of Medicine and Health Sciences (SMHS) researchers Edward C. De Fabo, Ph.D., Frances P. Noonan, Ph.D., and Anastas Popratiloff, M.D., Ph.D., has been published in the journal Nature Communications. Their paper, entitled ?Melanoma induction by ultraviolet A but not ultraviolet B radiation requires melanin pigment,? was published in June 2012.

?This is the first time that UV-induced melanin formation (tanning), traditionally thought to protect against skin cancer, is shown to be directly involved in melanoma formation in mammals,? said De Fabo, who is professor emeritus at SMHS. ?Skin melanoma is the most lethal of the skin cancers. Our study shows that we were able to discover this new role for melanin by cleanly separating UVA from UVB and exposing our experimental melanoma animal model with these separated wavebands using our unique UV light system designed and set up at GW.? Dermatologists have been warning for years there is no such thing as a safe tan and this new data appears to confirm this.?

Their research uses a mammalian model to investigate melanoma formed in response to precise spectrally defined ultraviolet wavelengths and biologically relevant doses. They show that melanoma induction by ultraviolet A (320?400 nm) requires the presence of melanin pigment and is associated with oxidative DNA damage within melanocytes. In contrast, ultraviolet B radiation (280?320 nm) initiates melanoma in a pigment-independent manner associated with direct ultraviolet B DNA damage. The researchers identified two ultraviolet wavelength-dependent pathways for the induction of CMM and the study describes an unexpected and significant role for melanin within the melanocyte in melanoma genesis.

?Also new is our discovery that UV induction of melanin, as a melanoma-causing agent, works when skin is exposed only to UVA and not UVB radiation. This is especially important since melanoma formation has been correlated with sunbed use as many epidemiological studies have shown.? One possible reason for this is that tanning lamps are capable of emitting UVA radiation up to 12 times, or higher, the UVA intensity of sunlight at high noon. Melanin plus UVA is known to cause photo-oxidation, a suspected, but still to be proved, mechanism for the formation of melanoma as we describe in our study,? De Fabo said.

This grant was supported in part by grants from the National Cancer Institute (NCI) and the Melanoma Research Foundation.? The melanoma mouse was developed in collaboration with G. Merlino, Ph.D, of NCI.

(AP) ? Sinister. Disturbing. Creepy. Frightening.

The official mascots of London's Olympic and Paralympic Games ? Wenlock and Mandeville ? have been called all of those things, but organizers are hoping to tack on a more positive title: merchandising magic.

The futuristic-looking pair have popped up all over London, casting their one-eyed gaze at tourists and locals alike from posters, statues and a slew of Olympic merchandise ranging from key chains to cutlery.

Bloggers and other commentators, however, have been skewering the duo for scaring children and projecting a creepy surveillance-state image of the Olympic games.

Wenlock ? named after an English town in Shropshire that helped inspire the modern Olympic games ? and Mandeville, whose name pays tribute to the hospital considered the birthplace of the Paralympic Games ? look more like surveillance robots than humans or animals.

In place of a face, each have one large, staring eye ? a camera, according to Olympic organizers, to let them "record everything."

They have legs, but no feet; arms bearing "friendship bands" in the colors of the Olympic rings, but no fingers. Both of their heads have "taxi light" in the middle, a tribute to London's famous black cabs.

Wenlock's head is round, while Mandeville has ridges atop his noggin. They peer out of official London Olympics snow globes, adorn backpacks and towels, decorate magnets and mugs.

Olympic mascots over the years have raised the question: What were they thinking? (Turin's humanized snowball and ice cube in 2006, anyone?) But even Sydney's spiky echidna managed to look cute and cuddly, while a barrage of critics say Wenlock and Mandeville are anything but.

"It's not so friendly," said Jenny Zhang, looking at a Wenlock while in London from China for business. "We don't see a smiling face, it's not a friendly eye. It's just watching you."

Since they were selected as the official mascots back in 2009, detractors have had a field day with the pair, questioning how faceless monsters fashioned out of "drops of steel" ? the duo's creation story ? won out over 100 other designs by artists and agencies.

Their watchful eyes ?described in many forums as toy versions of London's omnipresent CCTV lenses ? seem to have caused the most discomfort, drawing Orwellian comparisons and references to surveillance states. Wenlock figurines in police gear have come under fire from dozens of online commenters decrying the "fascist playthings" and "totalitarian toys."

Actor Ewan McGregor tweeted his disappointment Friday after seeing plastic mascot statutes in London's Regents Park: "With this country's artistic heritage this one eyed joke made me sad."

Despite the vocal backlash, mascots are proving to be an important part of the London 2012 product range, according to the city's Olympic organizing committee. It said in an email that soft toys of Wenlock and Mandeville were a "consistent best seller."

Organizers would not provide a breakdown of sales so far, but said Wenlock and Mandeville items make up around 20 percent of the total London 2012 licensed merchandise, which is expected to generate more than 1 billion pounds ($1.6 billion) worth of sales.

Despite the ever-present mockery, visitors to the mascots' official website have created more than 105,500 personalized avatars, and mascot statues in London seem to be inspiring more curiosity than criticism.

On a recent afternoon, some tourists gawked at the life-size statues while others hung off them for photos.

Six-year-old Nimaran Sandhu's face lit up when she saw a Wenlock statue.

"It hasn't got a face and I think it's funny," she told a reporter, adding with a giggle that Wenlock looked "fat."

Alessia Goldthorpe, 5, rattled off facts about Wenlock and Mandeville to her father in the same park before declaring that she likes Wenlock.

"He's happy!" she exclaimed.
