Companies across Florida collect millions of dollars up front to create jobs, then miss their marks ? some by a little, some by a lot.

In many cases, they balk at giving the public its money back.

They include Metlife in Tampa, Piper Aircraft in Vero Beach, and Redpine Healthcare Technologies in the Panhandle.

The grants in question come through the Quick Action Closing Fund, one of 13 job-creating incentive programs that Florida offers and the program that has awarded the most money in the last five years ? more than $200 million.

Governments have awarded incentives to companies for years to encourage them to hire, but historically, they demanded the companies create jobs and invest corporate dollars before getting a tax refund or credit.

This gave taxpayers some protection.

But the timing is changing. Competition for jobs is so fierce that state and local governments nationwide are choosing to turn over cash in advance.

Gray Swoope, chief of the economic development agency Enterprise Florida, argues that up-front incentives work. Companies need money at the beginning of an expansion more than they do later on, he said ? to buy land, equipment and train their workforce.

"It's becoming more of an effective tool as states move toward more closing funds than any other program," Swoope said in an interview.

It hasn't worked in Bay County, though, where the government is in court trying to get its money back. And while the recession no doubt has hurt companies' ability to create jobs, a Tampa Tribune review suggests more than 40 percent of companies have missed their job-creation and investment marks.

Ed Smith, county manager there, watched Redpine collect $750,000 up front from the state and county, move into town, then shut down within months.

"We had never done that before," Smith said, "and I would venture we won't do it again."

Waldo Canyon Fire: 346 Homes Lost, One Confirmed Dead in Colorado

Obama prepping thousands of lawyers for election

OLYMPIA, Wash. (AP) ? President Barack Obama's campaign has recruited a legion of lawyers to be on standby for this year's election as legal disputes surrounding the voting process escalate.

Thousands of attorneys and support staffers have agreed to aid in the effort, providing a mass of legal support that appears to be unrivaled by Republicans or precedent. Obama's campaign says it is particularly concerned about the implementation of new voter ID laws across the country, the possibility of anti-fraud activists challenging legitimate voters and the handling of voter registrations in the most competitive states.

Republicans are building their own legal teams for the election. They say they're focused on preventing fraud ? making sure people don't vote unless they're eligible ? rather than turning away qualified voters.

Since the disputed 2000 presidential election, both parties have increasingly concentrated on building legal teams ? including high-priced lawyers who are well-known in political circles ? for the Election Day run-up. The Bush-Gore election demonstrated to both sides the importance of every vote and the fact that the rules for voting and counting might actually determine the outcome. The Florida count in 2000 was decided by just 537 votes and ultimately landed in the Supreme Court.

This year in that state alone, Obama and his Democratic allies are poised to have thousands of lawyers ready for the election and hope to have more than the 5,800 attorneys available four years ago. That figure was nearly twice the 3,200 lawyers the Democrats had at their disposal in 2004.

Romney has been organizing his own legal help for the election. Campaign attorney Ben Ginsberg did not provide numbers but said the campaign has been gratified by the "overwhelming number of attorneys who have volunteered to assist."

"We will have enough lawyers to handle all situations that arise," he said.

The GOP doesn't necessarily need to have a numerical counterweight to Obama's attorneys; the 2000 election showed that experienced, connected lawyers on either side can be effective in court.

Former White House counsel Robert Bauer, who is organizing the Obama campaign's legal deployment, said there is great concern this year because he believes GOP leaders around the county have pursued new laws to impede the right to vote.

"The Republican Party and their allies have mapped out their vote suppression campaign as a response to our success in 2008 with grass-roots organization and successful turnout," Bauer said. "This is their response to defeat: changing the rules of participation so that fewer participate."

Several states with Republican leaders have recently pursued changes that could make voting more difficult, including key states such as Florida and Ohio, despite objections from voting rights groups that believe that the laws could suppress votes from low-income and minority blocs.

Republicans dispute that the laws are political, pointing to cases of election fraud and arguing that measures like those requiring voters to show identification are simply common sense.

Independent from the Romney team, a conservative group is prepping an Election Day team of its own to combat possible fraud.

Catherine Engelbrecht, president and founder of True the Vote, said the organization hopes to train and mobilize up to one million volunteers this year, many of them to serve poll watchers. One of the group's main initiatives is to "aggressively pursue fraud reports."

"Being a poll watcher is an age-old tradition and we're fortunate that so many volunteers are ready and willing to take a day off, learn what they need to know and help out at the polls," Engelbrecht said. True the Vote already has thousands signed up to help and had 500 trained election workers monitoring the Wisconsin recall vote earlier this month.

"They serve as volunteer guardians of the republic, to ensure that procedures at the polls are in keeping with state law," she said.

It's one of the efforts that have Obama's team fretting. The Democrats fear that anti-fraud activity could get out of hand, with vigilante poll watchers targeting and intimidating voters who may not know their rights.

"We will have the strategy and the resources to address the threat and protect the voter," Bauer said.

The Obama-aligned attorneys, most of whom are not election experts by trade, undergo training and have materials to show them how to help at the polls on Election Day.

Charles Lichtman, who is helping advise the effort in Florida this year after leading it in the last two cycles, first created the Florida Democratic Lawyers Council after the 2000 election, vowing that there would never be a repeat of that disputed vote. He contends Democrat Al Gore would have won the presidency over Republican George W. Bush if a similar legal infrastructure had been in place then.

Lichtman's efforts have since been replicated for other states. He said that is vital to provide voter protection.

"My experience has been that, in every election, the other side has taken drastic measures to try to suppress the vote," Lichtman said. The volunteer organization has not been involved in the 2012 legal disputes so far, though they are monitoring the developments.

Four years ago, the teams of lawyers organized by Obama and Republican candidate John McCain in 2008 went largely unused since the election wasn't very close.

But this year may be different given all the changes to voting laws ? and the closeness of the race in recent polling.

The states with the strictest ID laws require voters to show photo identification before casting ballots. If they don't have proper identification or fail to bring it, they can cast a provisional ballot but must later go to meet with state elections administrators to sort things out before the ballot is counted.

Voting groups see a variety of potential problems, such as how voters are informed of the rule changes, how poll workers handle voters who fail to bring IDs and whether voters are provided adequate notice of the steps they need to take after casting an absentee ballot.

About 30 states have some form of an ID law, with varying methods of implementation.

Legal challenges typically start coming in the weeks before the election, but "litigation has started coming sooner and more vociferously" this year, says Edward Foley, an elections law expert with Ohio State University. That includes lawsuits surrounding Florida's plan to purge ineligible voters from the rolls.

Foley said. "We're in an era of increased litigiousness over the voting process."

He said lawsuits after Election Day may occur only if votes in a battleground state are within the "margin of litigation." That would probably be a difference of just hundreds of votes, a result that would be rare.

How is rental income considered for qualifying?

Rent received for properties owned by the borrower is acceptable if the lender can document that the rental income is stable through a a current lease, an agreement to lease, or a rental history over the previous 24 months that is free of unexplained gaps greater than three months. (Student, seasonal, or military renters, or property rehabilitation would provide such an explanation).

A separate schedule of real estate is not required for rental properties, provided all properties are shown on the URLA.

If the borrower resides in one or more units of a multiple-unit property and charges rent to tenants of other units, that rent may be used for qualifying purposes.

However, projected rent of additional units only and not the owner-occupied unit(s) may be considered gross income only after deducting the HOC?s vacancy and maintenance factor.

They may not be used as a direct offset to the mortgage payments.

Income from roommates in a single-family property to be occupied as the borrower?s primary residence is not acceptable.

Rental income from boarders is acceptable if the boarders are related by blood, marriage, or law. The rental income may be considered effective income if shown on the borrower?s tax returns. Otherwise, the income only may be considered a compensating factor and must be documented adequately by the lender.

The following is required to verify all rental income:

1. Schedule E of IRS Form 1040. Depreciation may be added back to the net income or loss shown on Schedule E. Positive rental income is considered gross income for qualifying purposes; negative rental income must be treated as a recurring liability. The lender must be certain that the borrower still owns each property listed, by comparing the Schedule E with the real estate owned section of the residential loan application. (If the borrower in the same general area owns six or more units, a map disclosing the locations must be submitted evidencing compliance with FHA?s seven-unit limitation. )

2. Current Leases. If a property was acquired since the last income tax filing and is not shown on Schedule E, a current signed lease or other rental agreement must be provided. The gross rental amount must be reduced for vacancies and maintenance, before subtracting PITI and any homeowners? association dues, etc., and applying the remainder to income (or recurring debts, if negative).

Although an American citizen, Sahar Sabet, 19 still speaks in Farsi (sometime preferred to be known as Persian) with her uncle and was discussing the purchase in the Apple store in Atlanta, Georgia when she was overheard by a salesperson, who asked what language she was speaking.

Upon being told it was the Iranian language, the salesman then said that he could not sell her the iPad due to the US embargo on Iran. The store manage backed the salesman's decision. Apple's head office suggested that she make the purchase online to avoid dealing with sales staff.

She called Atlanta's television news station WSB-TV to complain about her treatment, and has sparked a debate about whether a technology company can sell goods to a US citizen who just happens to have an Iranian relative.

Apple is not banned from selling items to American-Iranian citizens, but could be held liable if it is found to have sold prohibited items knowing that they were to be exported to a sanctioned country.

Apple itself says that it does not discriminate against customers, while activists have protested outside several branches against presumed racial profiling by staff.

In a statement, the Council on American-Islamic Relations (CAIR) said that it? agreed with those who noted that not selling embargoed merchandise to Farsi speakers would be like not selling the same items to Spanish speakers because they might be from Cuba or Korean speakers because they might be from North Korea.

Assange: Ecuador asylum bid may not succeed

LONDON (AP) ? WikiLeaks founder Julian Assange acknowledged Thursday that he doesn't know whether Ecuador will approve his unusual plea for political asylum, as he spent a third night inside the country's London embassy.

Assange told Australian Broadcasting Corp. radio in an interview that he had mounted his bizarre request for political asylum in Ecuador because his native Australia had made an "effective declaration of abandonment" by refusing to intervene in his planned extradition from Britain to Sweden.

"We had heard that the Ecuadoreans were sympathetic in relation to my struggles and the struggles of the organization with the United States," Assange told ABC, explaining his actions in his first public comment since launching his asylum bid.

However, Assange acknowledged there was no guarantee that his plea would be successful, and indicated he didn't know when a decision on his case would be made.

While inside Ecuador's London embassy, Assange is out of the reach of British authorities. However, police are poised to pounce the moment he steps foot outside the building and have confirmed he will be arrested for breaching the terms of his bail, which include an overnight curfew at a registered address.

A divisive figure with a knack for garnering attention, Assange has been fighting since 2010 to avoid extradition from Britain to Sweden, where he is wanted for questioning over alleged sexual assaults on two women. He denies the claims, and says the case against him is politically motivated.

Ecuador's embassy confirmed a decision on the case was expected soon from the Ecuadorean government, though it was not clear whether that would come only after the country's President Rafael Correa returned from a climate summit in Brazil.

Journalists and a handful of WikiLeaks supporters have been gathered outside the Edwardian building that houses the embassy in London's Knightsbridge district in anticipation of a resolution to the saga.

WikiLeaks spokesman Kristinn Hrafnsson said "it could take hours, it could take days" before a decision was made. Speaking after visiting Assange Thursday, he said Ecuador had asked for information from Britain, Sweden and the United States and would study it before making a decision.

A Virginia grand jury is studying evidence that might link Assange to Manning, but no action has yet been taken. The grand jury has been investigating for more than year and could continue for months or even years longer. Witnesses have been called, though the identities of most are unknown.

Per Samuelson, one of the WikiLeaks founder's two Swedish lawyers, said Assange "feels that he's persecuted politically by the U.S." for revealing American war crimes.

"He is convinced that the U.S. is preparing charges," he said. "He feels that his asylum application is not about the crime accusations he faces in Sweden, but is about getting protected from the U.S."

Supporters say Assange believes that if he was extradited to Sweden he would then likely become the target of a U.S. request to extradite him there over allegations linked to his secret spilling. Many legal experts dismiss the idea as paranoid and fanciful.

Assange, who was speaking to ABC by telephone from inside Ecuador's London embassy, accused Australia's Prime Minister Julia Gillard and her government of "slimy rhetoric" over his case.

"I haven't met with anyone from the Australian High Commission since December 2010," he said, claiming that contact with diplomats had been limited to text messages.

Australia's foreign minister Bob Carr said Wednesday that the country could not become involved in Sweden's extradition request, dismissing his claims that the case was directly linked to secret spilling.

"It's not about WikiLeaks, it's not about secrets, it's not about political persecution," Carr said.

Assange's dramatic asylum bid took many of his supporters ? and even his lawyers ? by surprise. Samuelson said he had not been informed about Assange's plans until the 40-year-old Australian had already entered the embassy.

The lawyer said Assange was camping out "in an office that has been prepared with overnight sleeping facilities."

"I don't get the feeling that they (embassy staff) are in a hurry to get rid of him. He's welcome there," said Samuelson, who met with Assange Wednesday.

Hrafnsson said Assange was "in good spirits" and prepared to wait things out in the embassy. "He will stay until this matter is settled," Hrafnsson said. "I assume that if asylum is not granted, he will leave."

Even if Assange is granted asylum, it is unclear how he could leave the embassy without being arrested by British police. Legal experts say he would forfeit the embassy's protection the moment he steps out of the door.

Assange has exhausted legal appeals against extradition in Britain, but has until June 28 to apply to the European Court of Human Rights in Strasbourg, France.

The left-leaning Correa, who has sought to reduce U.S. influence in Latin America, has praised WikiLeaks for exposing U.S. secrets and offered Assange words of support.

Correa said Wednesday that Assange had made it clear in his letter requesting asylum that "he wants to continue his mission of free expression without limits, to reveal the truth, in a place of peace dedicated to truth and justice."

Some have questioned Ecuador's commitment to freedom of speech. Correa's government has been assailed by human rights and press freedom activists for using Ecuador's criminal libel law in sympathetic courts against journalists, including some from the country's biggest newspaper, El Universo.
